Bio
Senior Staff Security Program Manager at ServiceNow, CISSP certified. I lead the GenAI Security Program (AI Red Team assessments for generative AI products), M&A security due diligence across all acquisitions, and SaaS Security Posture Management. Previously Senior Program Manager at Microsoft on the Azure Percept edge AI platform, and cybersecurity consultant at PwC. Background spans enterprise AI security, offensive security program management, and security governance across Fortune 500 environments. Woodinville-based since 2020.
Statement
Three things I'd focus on. First, grow active membership by reaching out to security teams across the Puget Sound. Second, bring in speakers on topics practitioners actually care about right now — AI red teaming, agentic AI security, supply chain integrity. Third, make membership accessible to early-career folks and career-switchers. The field has many thousand unfilled positions. We don't get to be exclusive and then complain about the talent shortage. If elected, I promise to make exactly zero PowerPoint slides about membership strategy and instead actually go out there and just talk to people. Maybe I will make 5 slides IF needed.

Bio
Sinh is a current ISC2 Seattle Chapter board member serving as Director of Web Services, a CISSP-certified cybersecurity professional, NVIDIA Deep Learning Institute (DLI) certified instructor, and instructor at Georgia Tech. His background combines hands-on infrastructure security expertise with a strong record of community education and knowledge-sharing — having taught cybersecurity and AI topics to working professionals and students alike. As someone who has already committed to the chapter's growth from the inside, he brings both an understanding of what members need and the relationships to help deliver it.
Statement
As a current board member, I've seen firsthand what our chapter does well and where we can do more for members. As Director of Membership, my focus will be three things: making it easier for early-career professionals and career-switchers to find their footing through mentorship and study groups; leading the chapter's outreach to security teams across the Pacific Northwest who don't yet know we exist; and using my background in technical education to help design events that practitioners actually want to attend — not just CPE checkboxes. I'm not running to add a title. I'm running because I already show up.

Bio
Dr. Upakar Bhatta is the Assistant Professor in the ITAM department at CMU. He joined CWU in Sept 2025. Prior to joining CWU, he worked as an Adjunct Assistant Professor of cloud computing at University of Maryland Global Campus and Assistant Teaching Professor at Arizona State University. He earned his D.Sc. degree in Cybersecurity from Marymount University in 2024. His expertise and research interests include application of machine learning techniques to cybersecurity and cloud security domains. As part of his research, he has mentored students developing predictive models for risk assessment in multimodal AI systems, evaluated the effectiveness of integrating Zero Trust principles with Cloud-Native Application Protection Platforms (CNAPP), and identified Privacy Threshold Analysis (PTA) patterns to enhance data protection frameworks. Outside academia, he brings extensive hands-on experience in cloud infrastructure, networking, and cybersecurity. His corporate experience includes serving in various technical and leadership roles across government organizations at the city, state, and county levels. His positions have included Software Engineer, Cloud Security Specialists, Cloud Solution Architect, and Sr. Manager Systems/Network, where he contributed to enterprise infrastructure design, secure cloud migration strategies, and network optimization initiatives. In addition to his teaching and fieldwork, he holds several IT certifications, including CISSP, CCSP, AWS Machine Learning - Specialty, AWS Data Analytics - Specialty, AWS Certified Cloud Practitioner, AWS Solution Architect-Associate, AWS Solution Architect-Professional, AWS Certified Advanced Networking - Specialty, AWS Certified Security - Specialty, CCNP, CCNA, MCP, CWDP, and CWSP.
Statement
I am interested in serving on the ISC2 Seattle Chapter Board to support the professional growth of our members and to strengthen regional cybersecurity community. This role allows me to contribute to the chapter's mission and help advance in the areas of AI governance and Cybersecurity. My goals if elected: 1. Strengthen partnerships with academic institutions, industry leaders, and local organizations 2. Enhance professional development and create meaningful networking opportunities 3. Contribute to long-term planning that aligns with ISC2's global standards 4. Promote transparency within chapter operations and support the diverse needs of our cybersecurity community.
